Recap of the December 12 City Council Meeting


At Tuesday’s Meeting, the Council recognized outgoing Council Members Stan Penfold (District 3) and Lisa Adams (District 7), whose terms will conclude January 2.

Stan Penfold was inducted into office in January 2010, and re-elected to serve again in 2014. He served as Chair of both the Council and the RDA Board and was formative in bringing SLC’s bikeshare program to fruition. He was a key player and leader in the completion of major community assets, including the Public Safety Building, Marmalade and Glendale libraries and Eccles Theater, created a proposal to start the first-of-its-kind social work program in the Police Department and helped initiate Salt Lake City’s Human Rights Commission and the renaming of Harvey Milk Boulevard.

Lisa Adams was elected to office in 2014 to represent the residents of District 7. She served as Chair of the RDA Board and was key in the Board’s unprecedented allocation of $21 million for housing. As RDA Board chair, she oversaw the creation of new policies to guide the Board in major decisions, changes in the management and operations of the RDA, the appropriation of $11.8 million to acquire property for the new Homeless Resource Centers, the successful opening of the Eccles Theater and Regent St., and repairs to the Gallivan Center.

Also Tuesday, the Council

  • Adopted Growing SLC: A 5-Year Housing Plan. The Plan outlines goals for creating long-term solutions for increasing the housing supply, expanding housing opportunities throughout the city and preserving existing housing units. The Council included guiding principles for evaluating and appropriating City funds on housing development.
